Install MGS Codec app on your Windows in 4 steps below:

Download an Android emulator for PC:

Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.

Open the Emulator app you installed » goto its search bar and search "MGS Codec"
The search will reveal the MGS Codec app icon. Open, then click "Install".
Once MGS Codec is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including MGS Codec.
Now enjoy MGS Codec on PC.

To get started, Download the OpenPC software »
- Upon installation, open OpenPC app » goto "Playstore on PC" » click "Configure_Download" button. This will auto-download and install PlayStore on your computer.

To use MGS Codec,
- Login to the PlayStore we just installed
- Search for "MGS Codec" » then Click "Install".
- MGS Codec will now be available on your Windows start-menu.

This is really cool. It has the appropriate sounds from the game with the ability to call people. One thing I would add (if its ok with Konami) is clips from the games, of actual conversations between characters like Snake and Otacon.
