Install TVMote app on your Windows in 4 steps below:

Download an Android emulator for PC:

Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.

Using TVMote on PC [Windows 10/ 11]:

Open the Emulator app you installed » goto its search bar and search "TVMote"
The search will reveal the TVMote app icon. Open, then click "Install".
Once TVMote is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including TVMote.
Now enjoy TVMote on PC.

When it comes to remote control apps it seems as though disconnections and not detecting the TV on the network are common day to day problems. For some reason the this app App manages to stay connected via the Notification Center widget and even Siri shortcuts have had a 100% success rate. Thanks a lot!
Amazing but...

This app has been amazing. However, the last update broke the Siri Shortcuts. Deleting the app and resetting them up didn’t fix it. On a side note, if you Google Siri + webOS, this app should be the first thing you see. It was way too hard to find on the web. Better marketing is needed.
Touch pad

Touch pad quit working on latest update. Lg smart tv and used to use the pad for the cursor but it’s not working anymore.
