Install PhotoWidget+ app on your Windows in 4 steps below:

Download an Android emulator for PC:

Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.

Open the Emulator app you installed » goto its search bar and search "PhotoWidget+"
The search will reveal the PhotoWidget+ app icon. Open, then click "Install".
Once PhotoWidget+ is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including PhotoWidget+.
Now enjoy PhotoWidget+ on PC.

To get started, Download the OpenPC software »
- Upon installation, open OpenPC app » goto "Playstore on PC" » click "Configure_Download" button. This will auto-download and install PlayStore on your computer.

To use PhotoWidget+,
- Login to the PlayStore we just installed
- Search for "PhotoWidget+" » then Click "Install".
- PhotoWidget+ will now be available on your Windows start-menu.

I purchased this app to play animated gif in notification area. It works great. I was concerned because of some of the reviews, but I can say that it plays my animated gif just fine. I only wish it could play more than one animated gif at a time and that it was possible to specify which imported gif to play (if it is possible to specify, I haven't figured it out yet). Glad I purchased this app. I'd purchase another copy to show another gif if that was possible.

I use it for something a bit different. I keep electronic boarding passes that don't work with passbook in it. Then I can show it without unlocking phone. Also my state allows car insurance to be shown electronically so I keep a picture of that in too. Again, I can show it and not unlock phone.
