Install Scroll+ app on your Windows in 4 steps below:

Finally Working

I can't use scrollwheels, due to rsi, and can't use complex gestures, and have trouble with the tiny scrollbars, due to coordination problems. Hover this app sounded like it would help. Grab this app sounded like it might help.
this app+ refers to the accessibility preferences, but the settings for assistive devices are now in the privacy preferences.
I actually stumbled across middle-click scrolling while trying to set up this app+, and that seems to work in some apps without this app+. However, it doesn't work in other apps, such as Preview, where it is just as necessary. Grab this app covers the gap, but there are some bugs when the two types of middle-click scrolling interfere with each other. Hover this app works, but covers a smaller area than the settings suggest.

I also have a license for Smart this app. Alas, every time Apple updates the operating system, Marc needs a few days to update his program. (Not his fault.) I decided to look for some alternative, at least to get me through the waiting period. I didn't know about this app+ until I searched the App Store. So I gave it a try.
I just updated to 10.8.5, and this app+ is working just fine with my Magic Trackpad. It has all the features I wanted from Smart this app, so I'm sticking with this.

Enable assistive devieces is under System Preferences, Secrurity and Privacy, Accessabilty. Allow this app+ to control and off you go. Pretty cool.

Program does nothing

Installed it on El Capitan. Nothing happened, the app does not do anything.
