Install NeO Outliner app on your Windows in 4 steps below:

Download an Android emulator for PC:
Get either Bluestacks or the Nox App >> . We recommend Bluestacks because you can easily find solutions online if you run into problems while using it. Download Bluestacks PC software Here >> .

Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.

Using NeO Outliner on PC [Windows 10/ 11]:

Open the Emulator app you installed » goto its search bar and search "NeO Outliner"
The search will reveal the NeO Outliner app icon. Open, then click "Install".
Once NeO Outliner is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including NeO Outliner.
Now enjoy NeO Outliner on PC.

by far the most powerful outliner

I've been using the app for several years - since before it was called the app. It is immensely powerful. It much more powerful - and much much cheaper - than the popular alternative. the app has a few interface oddities/annoyances, and the documentation is not very good. So recently, I downloaded the better known, more expensive outliner, the pro version, and took it for a drive. And I really wanted to like that alternative -- they have good documentation and I like their other software. the app blows it away completely. I want what the app can do. The other is just too limiting -- even their pro version. So I'm back. [Ok, I never quite left, but you get the point]. You are definitely driving with a stick with the app, though. So if you prefer an automatic transmission, if you need some handholding, and if you can live without a lot of power, then the app is not the droid you're looking for. Pay a lot more and get the other one. But if you don't mind extra work at the beginning and if you can figure things out on your own -- you can't beat the app's power, or the price. Please buy it. We need to support this guy.
Powerful outliner

Very powerful, steep learning curve. Has been updated continuously for years and years and years while others come and go. Great product, esp. once you invest the time in learning it. There are other outliners that are prettier, but I’ve yet to find one that is more powerful and feature rich. I do wish the Word export came out as an actual Word outline.
Old, Dusty, Rusty yet, still BRILLIANT!!

There is no way this software can be abandoned, no way. As Tinderbox is to note takers, the app is to outliners. Sell the rights to somone else and let develop or come back to your baby, this is to valuable to give up on. Nothing comes close to this Outliner, nothing!!! Let's hope an annoucement comes out with a revamped new version :)

WARNING: Sadly, it appears that Takahasi Hamada has disappeared and stopped supporting/developing this awesome app. After several Data Corruption/Loss bugs, Takahasi stopped responding to emails (in the past he was wonderfully responsive). I hope he is OK. Fingers crossed he’ll return, for his outliner is the only one that supports CLONING - a key feature that OmniOutliner does not appear to ever include (despite many people’s requests for many years).
