Well, that update was disappointing. Unless I’m missing something, the update included changing the words “Coming Soon” to “Congratulations?” Please let me know if I’m missing something in there because I would play this game more than Candy Crush and Soda Crush. 🤨
Let's get some of those Candy Crush and Soda Crush people over to the Scrubby Dubby app to get more levels. It seems like every other day there are more levels and updates in those two games, but now here's Scrubby Dubby just sitting and waiting, waiting, since February 2017, I believe it said in the version history. I kind of like to rotate between the three, but I've gone to other developers because they seem to be a little more ambitious to get the new IOS updates and get new levels going. Sorry Scrubby, but I think I'll give up on even checking for new levels. 😟😞☹️😩

My favorite King game

A little tough to get into the gameplay, but once I did, I was completely hooked. Way more fun than the other King games, and the only one of its style. Highly recommend!
UPDATE 2: I reached out to customer care, and this is the response I received:
“First, congratulations on reaching the end of the available levels in Scrubby Dubby Saga!
We are all eagerly awaiting the new adventures, but due to internal changes at the Scrubby Studio we simply don't know when the new content will arrive.
I can assure you that more levels will be coming but I don't have any more details, or a date, just yet.”
That was back in September. I checked today, and noticed that there had been an update, but it wasn’t an encouraging one. They changed the “new levels coming soon” to simply “congratulations.” So, it seems that I’ve beat the game and there’s nothing else to look forward to.
All very odd. It sounds like the scrubby team wasn’t seeing eye-to-eye with King, King began its “internal changes” (e.g. layoffs?) and King has effectively shuttered the game.
UPDATE: Lowering my score because they never ever add new levels. Last update with new levels was in January. It's been nearly six months guys!

Why can't I go back and play earlier levels (like I can in other games) until 561 becomes available?

Since they changed the game so that you can't any levels once completed, there's no reason to keep around while waiting to see if there'll be any more.
At one time the had a counter of how many times you played a level before winning, too bad you couldn't compare against your friends like other games did. But, while waiting I went back to establish turns to win (or spend too much gold), and had a friend join to compare with... but he stopped once that feature was removed. I had made through over 300 levels before the feature was removed and new levels appeared.
But, there hasn't been anything to do since finishing level 560... guess I'll have to write off the 52 gold bars I have left.
