Keeps popping up on my phone

No matter what I do this app keeps popping up on my phone and I can I get rid of it. I have tried to delete it several times. The developer that made this app purposely made it so it would pop up. Makes me totally hate the app. It’s very annoying.
This has screwed up my Safari

I can no longer use Safari because this keeps popping up. I will need to go to the Apple Store to see if they can get this off my phone!!!!! I downloaded to see if it would stop - but it didn’t.
How annoying!

It is very annoying that I try to get out of the app and it keeps popping out... if I go to int it would take me out and draw me back to the app. How annoying!
