Install Yu-Rulings app on your Windows in 4 steps below:

Download an Android emulator for PC:

Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.

Open the Emulator app you installed » goto its search bar and search "Yu-Rulings"
The search will reveal the Yu-Rulings app icon. Open, then click "Install".
Once Yu-Rulings is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including Yu-Rulings.
Now enjoy Yu-Rulings on PC.

Missing cards like "seal of orclleos"and monsters like bountiful Artemis No rulings it's great as a calculator! Will change my rating once rulings are updated.
