Once Dream Camera Lite is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including Dream Camera Lite.
Now enjoy Dream Camera Lite on PC.

I didn't like it. It doesn't feel intuitive and I just didn't get it. I've found the better photo apps are best because they're easy to figure out + have top notch features. This lacks both, in my opinion.
