Install PokeTracker for Pokemon GO app on your Windows in 4 steps below:

Download an Android emulator for PC:

Install the emulator:

Open the Emulator app you installed » goto its search bar and search "PokeTracker"
The search will reveal the PokeTracker for Pokemon GO app icon. Open, then click "Install".
Once PokeTracker is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including PokeTracker.

Some Pokemon are only region exclusive (Mr. Mime is only in Europe) and it said that Mr. Mime was in my state. It also said that there were only 3 pidgey' sun my state which is not true.
