Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.

The search will reveal the Element app icon. Open, then click "Install".

Quite fun for leisure. Difficulty does increase quickly. Doesn't heat up my 2016 MBP too much on low settings.
What is it supposed to do?

I have never seen a game where nothing happens, you can't do anything, and your processor gets hot enough to fry eggs. It seems like there is a trailer, and some cool graphics, but nothing else. The web site just repeats the blurb. The support site just repeats the blurb. Garbage. Waste of $10.
