Install Outlinely - Outline & notes app on your Windows in 4 steps below:

Download an Android emulator for PC:
Get either Bluestacks or the Nox App >> . We recommend Bluestacks because you can easily find solutions online if you run into problems while using it. Download Bluestacks PC software Here >> .

Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.

Using Outlinely on PC [Windows 10/ 11]:

Open the Emulator app you installed » goto its search bar and search "Outlinely"
The search will reveal the Outlinely - Outline & notes app icon. Open, then click "Install".
Once Outlinely is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including Outlinely.

Love it and use it all the time

This is an excellent application program and works as advertised. It excells far beyond other outliners I have tried in the past, and I use it constantly for organizing my thoughts and writing in several subjects. I am completely satisfied with the app as it is now, so I don't care if the developer continues to update it or not. Thank you, dev, for making an excellent tool. I highly recommend this app. Bravo!
Excellent outliner that does only what you need

Both on Mac and iOS it's a great package. Been very helpful in helping to laying out outlines. Only notes: Typewriter mode could be better. Double-clicking on a word while in that mode causes the scroll to jump around, meaning you can't really double-click unless what you're clicking on is right in the middle. Feature request: Please allow visual zoom on the text without the need to change the actual text size. Changing all the text size at once is a bit of a chore, and there are times, especially on iOS, where I would like to be able to zoom the text to a larger size to ease the strain of reading without having to change the actual text size.

I had purchased this app not initially feeling it was abandonware. But as months ticked by, it became concerning. I am glad I kept an eye out as the app served my needs well. During the dark period, I stilled used the app, while trying others like: (OutineEdit, Cloud Outliner Pro, IA Writer, GoodTask and others), nothing fit the need as well as Outliney, and I am so excited they are back developing this awesome app. Keep it going!

I love using this app because of how easy it is to organize and structure documents. Editing text is easy and powerful. The origanizational features are strong. I can work across my MacBook, iPhone, & iPad without worry. I'm delighted to see this app being updated again and the addition of useful features.
