Open the Emulator app you installed » goto its search bar and search "Dogotchi"
The search will reveal the Dogotchi: Virtual Pet app icon. Open, then click "Install".
Once Dogotchi is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including Dogotchi.
Now enjoy Dogotchi on PC.

I played the game and I thought it was fun, until I went to sleep and woke up the next day to find my pet had left. So I started again. SAME THING! The game idea is fun, but makes it hard to do other things.
