Install MediaCenter app on your Windows in 4 steps below:

Download an Android emulator for PC:

Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.

Open the Emulator app you installed » goto its search bar and search "MediaCenter"
The search will reveal the MediaCenter app icon. Open, then click "Install".
Once MediaCenter is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including MediaCenter.

Very practical

This app is great for watching Netflix or Youtube videos. I haven’t been able to stream the Netflix videos to my tv, but for Youtube this works really great. It streams to my Samsung tv (after saying I agree on it), and also streams straight to my Xbox360 and Xbox One. Basically to any of my smart devices connected in my home network. Videos start playing after a short delay. Sound is great too. Very practical!
