needlessly hard to find an app that does this. this one gets 5 stars for being right up top.
appears to use a blurred version of the pictures' outline to create the border. border is the right number of pixels wide to make the pic fit and stay centered with perspective zoom effect turned on.
now just need a the app app without such low resolution images.
