Download an Android emulator for PC:

Install the emulator:

Open the Emulator app you installed » goto its search bar and search "Templates"
The search will reveal the Templates for Numbers Pro app icon. Open, then click "Install".
Once Templates is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including Templates.

No instructions but finally figured it out; good variety

I was figuring that the this app would automatically show up in my Numbers Template Chooser. After restarting my computer twice and not finding any answers on the seller’s website or twitter feed as to why they weren’t showing up I decided to do a Finder search using the word “this app." That’s where I saw the application and realized that it was a separate application, outside of Numbers. When you choose a template from Numbers Pro, Numbers asks if you would like to add the template to “My this app.” So, in all, a good set of this app but a little confusing in the beginning.
