Open the Emulator app you installed » goto its search bar and search "Hello WaterColor"
The search will reveal the Hello WaterColor app icon. Open, then click "Install".
Once Hello WaterColor is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including Hello WaterColor.
Now enjoy Hello WaterColor on PC.

I find this to be a great app. The watercolor effects work quite well, without being difficult to use.

I got the app and I am not joking 30 seconds later I quit. Yes the watercolor effect is good, but the app looks weird like the makers took two seconds to design it. Don’t get this app it gives you 3 colors to work with, looks weird and will get you to pay for full access. Don’t waste your time.
