Is this meant to be a game or what?

What kind of app opens with some stuff on the screen, like I should do something to cause something to happen. There are no instructions. There is no introductory screen to select a difficulty level. There is no place to turn sounds off or on. I have no idea what is going on. I think I have to move the cute little guy in the lower left to the eye in the upper right, but how do I do that? What are the boards placed across the screen? What are the clouds about? Useless!
