Fast Resize offers you a way to resize your photos according to the Facebook and Instagram parameters. It's easy to use, just open the foto (taping the folder icon on the top right part of the screen or if there's no image loaded you can also tap on "Resize") after the photo is loaded just tap "Resize" and Choose Facebook or Instagram and the photo with the new size will be saved on your Photo library (does not replace the old one) With custom dimensions you just need to enter one dimension keep the Aspect Ratio of the image. If you do not want to keep the AR of the image you can enter both dimensions and you'll be able to see the new image before saving it. Each resize is from the original image and not from the previous resize.
