Install Network Scout app on your Windows in 4 steps below:

Download an Android emulator for PC:

Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.

Open the Emulator app you installed » goto its search bar and search "Network Scout"
The search will reveal the Network Scout app icon. Open, then click "Install".
Once Network Scout is downloaded inside the emulator, locate/click the "All apps" icon to access a page containing all your installed applications including Network Scout.

After update, it doesn't start anymore (well, rarely...). Useless if it doesn't start. Fix it and it is worth 4-5 stars. iPhone 7 Plus and iOS 10.0.2.
