Install Exact Time - With DST Dates app on your Windows in 4 steps below:
- Download an Android emulator for PC:

- Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.
- Using Exact Time on PC [Windows 10/ 11]:
- Open the Emulator app you installed » goto its search bar and search "Exact Time"
- The search will reveal the Exact Time - With DST Dates app icon. Open, then click "Install".

- To get started, Download the OpenPC software »
- Upon installation, open OpenPC app » goto "Playstore on PC" » click "Configure_Download" button. This will auto-download and install PlayStore on your computer.
- To use Exact Time,
- Login to the PlayStore we just installed
- Search for "Exact Time" » then Click "Install".
- Exact Time - With DST Dates will now be available on your Windows start-menu.

Exactly what I wanted

This is about as simple as it can get but does exactly what I want. Since Apple did away with the analog displays in their Clock app, this allows me to get the seconds so I can accurate set watches and other clocks in my house.
