Download an Android emulator for PC:

Install the emulator:
On your computer, goto the Downloads folder » click to install Bluestacks.exe or Nox.exe » Accept the License Agreements » Follow the on-screen prompts to complete installation.

The search will reveal the Read CHM app icon. Open, then click "Install".

No Windows Would Open

I downloaded it, ran it and no windows for the application opened. I tried to use the menus at the top of the screen to “open” a text file, but it did not recognize any text file type to import. This is a terrbile app.
Confirmed to run on Mac OS Catalina

It appears to do what I need, i.e., the app a large CHM file, and it launched without complaint on my MacBook Pro running latest Mac OS v10.15.2.
