Charged me after I deleted the app

It kept prompting me to spend $4.99 when I didn’t want to. I deleted the app and the banners to scan Touch ID to accept the charge kept coming up. The next time I opened my phone using Touch ID I got a notification that my payment was successful and I had authorized one of the in app purchases even though I had already deleted the app.
Looping Charge Window

Surprised this app was passed through apple. After playing with few sounds, second or third category, and it went into loop, that I couldn’t get out of, without hard reset... Even trying to double click home to kick program off, wouldn’t work. Was too fast of a force pay loop!
