Install Photo Art - Made to make your own photo app on your Windows in 4 steps below:

Download an Android emulator for PC:

Install the emulator:

This app has multiple uses; there are a couple dozen effects that can be "painted" onto an image using different brush shapes, sizes, & opacity. My favorites so far include color/grayscale, & saturation.
