Install Video Wallpaper app on your Windows in 4 steps below:
- Download an Android emulator for PC:

- Install the emulator:

I'm using an ultra wide display, but this app will only scale the width to fit and it scales the height by the same amount. It really should use scale to fit for both width and height.
